National Medical Support Notice (NMSN) Overview

What's a NMSN?

A NMSN is designed to provide health coverage to eligible children of an employee through his or her employer's group health plan. A state child support enforcement agency is always involved in the case.

A NMSN becomes qualified and goes into effect if it satisfies the employer's legal and administrative qualification requirements.

The Employee Retirement Income Security Act of 1974 (ERISA) and the employer's group health plan guide the employer's NMSN process.

What's the Difference Between a NMSN and a QMCSO?

While both a qualified NMSN and Qualified Medical Child Support Order (QMCSO) provide health coverage to eligible children through a group health plan, the process in reaching this objective differs.

The NMSN process primarily involves a state child support enforcement agency representing the interests of the children and submitting the notice for qualification. A medical child support order, meanwhile, is a court order and must be signed by a judge before being submitted for qualification as a QMCSO.
